Advisory Board and Management Plan
The core GLORIAD team includes the same individuals and organizations that built and successfully operated the six year US-Russia NaukaNet, as well as its successor Little GLORIAD. The networking program builds upon 11 years of experience of the US Investigators in utilizing the Internet for community building, more than six years of active work together in US-Russia high performance networking; it has been two years since the same US-Russia-China team began working to develop the GLORIAD program.The GLORIAD program's executive authority rests in the leaders of the program in each country. Decision-making has been and will continue to be by consensus, a model that has proved successful for many years.
Such a project requires good management of broad input. Therefore, the GLORIAD team has established a broad Advisory Board (AB) composed of senior scientists, science leaders, networkers, experts in performance monitoring, collaboration infrastructure, grid/middleware development, network security and advanced network deployment, database experts, application support personnel and others (see Letters of Commitment). The purpose of the AB includes advising the GLORIAD leadership on operational and management aspects of the program, but includes an important liaison function - providing interaction with various communities using the network or with knowledge and skills to contribute to its successful operation.
Communication with AB members will primarily work through email list servers and threaded discussion forums established for both the general AB and for working groups that are established to address key issues (such as network security, performance monitoring, grid deployment, collaboration infrastructure, evaluation and audit, export control issues, fair allocation and use, etc.), and another series of working groups devoted to the various science disciplines having special interests or unique needs for network service. Videoconferences utilizing the collaboration infrastructure will be organized regularly for the different working groups (and at times for the entire AB) for discussion. The GLORIAD team intends to identify funding for an annual meeting - rotated among the partner countries and held, if possible, in connection with another major networking or relevant science event.
In addition to the general working group assignments (to be documented on the GLORIAD website, each AB member is being encouraged to actively assist in the education and outreach components of GLORIAD. This involves identifying relevant content for the GLORIAD classroom, (section 7.3) identifying content for the Edu-Cultural channel,(section 7.5) or otherwise helping to disseminate knowledge about GLORIAD, its programs, its benefits, its applications and uses, to the broader community.
